CLIENT'S OBJECTIVES
    Revitalization of Elm Street in Downtown Manchester, NH.
THE FACTS
    CLD was retained by the City to evaluate the feasibility of the construction of a median island along Elm Street, the major north-south street in Manchester, as recommended in an earlier Downtown plan. The scope of the study quickly evolved into an evaluation of pedestrian corridors, economic development opportunities, parking utilization and availability, traffic circulation patterns, and multi-modal options with linkage to the Millyard district to the west. The most important aspect of the study was the recognition that if substantial change was to occur in the Downtown, it would only come with the concurrence of local officials, businesses, employers, and the general public. CLD coordinated the formation of a Downtown Stakeholders Group to discuss their perceptions of the needs of Downtown Manchester, and their preferences in terms of goals and objectives, and actions to contribute to its revitalization.
THE RESULTS
    Elm Street Improvements CLD conducted several work sessions with the group, leading to a series of recommendations related to roadway and streetscape improvements to Elm Street. Due to CLD's design, the existing four-lane Elm Street with parallel parking changed to a three-lane section with staggered-angle parking areas to promote a pedestrian-friendly environment. Other improvements were done to nearby pedestrian corridors, on- and off-street parking, and streetscape improvements. Elm Street can now be crossed by pedestrians safely, major traffic calming has occurred, and the improvement has continued with storefront and major building upgrades.
