CLD Makes Off-site Improvements to Portsmouth Harbor Office Park
 
The City of Portsmouth, through its Master Plan, created an overlay district to provide the zoning framework to convert a former military housing complex into a mixed-use residential/office research zone. By 1999, the residential portion, known as Osprey Landing, was well underway to completion and recognition as an exemplary project of its kind. The remaining office research component had also been in a process of implementation, although progress had been difficult. In August 1999, CLD was contracted to perform the engineering necessary to achieve approval from the City for the office research development.
 
CLD was engaged to perform numerous tasks in behalf of the Owner to support the planned development of a quarter million square feet of office space. CLD's tasks included a Traffic Study and Mitigation Report, an Off-site Improvements Plan, a Master Re-Subdivision Plan, design of parking lot renovations, the design of a new signal at the entrance to Commerce Park, and the design of a through connection between Commerce Park and Osprey Landing. Of paramount concern was the coordination of traffic signals through the Woodbury Avenue/Market Street corridor, the major arterial through the Portsmouth and Newington commercial business districts. Completion of the off-site improvements construction is scheduled for Fall 2001.
