Project 6 - Central Avenue Signal Coordination

The City's Master Plan documents the need to improve traffic efficiency and flow along the Central Avenue Corridor. The Transportation Section studied widening, alternate route construction, and one-way looping. None of these concepts were adequate to solve congestion and back-up without either significant project costs in dollars or impacts to the quality of life along the corridor. This design project involved signal retiming, specifications for upgrades, and the synchronization of two groupings of signalized intersections, to optimize traffic flow and reduce idling times of queued vehicles.

The following intersections will have new traffic signal controllers with new timings for coordination in an effort to improve efficiency:

Central Ave/Morin St
Central Ave/Glenwood Ave
Central Ave/Hannaford Plaza
Central Ave/Old Rollinsford Rd
Central Ave/Washington St
Central Ave/Broadway/Chapel St
Washington St/Chestnut St

The intersections listed above, as well as the Central Avenue signals at Oak Street, Silver Street and Stark Street, will have other minor signal improvements and emergency vehicle pre-emption equipment, which allows a green signal indication for fire and police vehicles in their direction of travel. This project will also involve improved vehicle detection in the roadway to improve the signal efficiency and minimize corridor delays as well as improved pedestrian signal equipment for Group 2 (Downtown).

The project will maximize the efficiency for the existing lanes of traffic without widening. While there may still be constraints at certain intersections during some periods of the day, this project will provide an improvement over the existing condition while the City evaluates alternatives for traffic flow in the downtown area as part of the Downtown Dover Traffic Circulation & Parking study that will be performed by others over the next year or two.
