Our Staff CLD has been providing quality professional engineering services to communities, regional planning agencies, state and federal agencies, and industrial and private clients throughout New England since 1976. Our staff consists of over 65 engineers, planners, surveyors, design technicians and support personnel, which includes Registered Professional Engineers and Engineers-In-Training, Licensed Land Surveyors, Licensed Septic System Designers, Bridge Inspectors, and a Planner registered with the American Institute of Certified Planners.

We strive to be multi-disciplined, to be the engineering firm of choice, to cultivate long-term client relationships, to earn a quality reputation, to be profitable, and to offer effective, accountable management and growth for our people.

CLD has a corporate history of over 31 years of cooperation and service with our various municipal, state and private clients involving several hundred project assignments with a total capital value in excess of 500 million dollars.

The partnerships between environmentalists, engineers, technicians and specialized sub-consultants provide the diversity of talent and experience capable of handling complex projects.

Christopher R. Bean, P.E.
President/CEO
Years of Experience: 33+ (20+ with CLD)

Mr. Bean has over 30 years of experience in transportation engineering and management. He has served as President of CLD since 2001. In addition to his corporate responsibilities, he has continued his involvement in several key projects as a Senior Project Manager, and in others as the Principal in Charge. Mr. Bean’s background includes 13 years with the New Hampshire Department of Transportation, where he specialized in highway design, including preliminary design, traffic capacity/pavement layouts, maintenance of traffic during construction, hydraulics, permitting, documentation, railroad crossings, technical reports, development of effective graphics for display at public meetings and public presentations. Since joining CLD in 1987, Mr. Bean has designed and managed numerous major projects for states, municipalities, and private clients.

Representative projects include: US Route 7 Improvements, Brandon, VT; Exit 4A Interchange, Derry and Londonderry, NH; Granite Street and I-293/Exit 5 Reconstruction, Manchester, NH; Candia Road Reconstruction, Manchester, NH; ME Route 26, Poland, ME; I-93 Widening Project (Northern Segment); and Hillsborough Bypass (NH Route 9), Hillsborough, NH.

Paul Konieczka, AICP
Senior Vice President/COO
Years of Experience: 26 (22 with CLD)

Mr. Konieczka has 26 years of transportation planning and traffic engineering experience in New England, supporting state, municipal, and private projects. His expertise is in the evaluation of site-specific traffic impacts, and he has prepared and reviewed numerous traffic impact studies for a wide range of development proposals from small residential subdivisions to regional malls. He has substantial experience in the design, layout, and installation of traffic signal control systems for both individual intersections and coordinated systems. He has conducted numerous corridor-wide and subregional traffic evaluations, where future development patterns and transportation system needs merge into a long-range planning document. He has also worked with several municipalities on conducting local planning and technical review assistance to Planning Boards.

Kenneth R. Rhodes, P.E.
Senior Vice President/Director of Client Services
Years of Experience: 29 (23 with CLD)

Mr. Rhodes, Senior Vice President of CLD with nearly 30 of experience in engineering, has been involved in numerous planning and site development projects, all of which included coordination of information and review. Through years of assisting projects during the regulatory process, exposure to regulatory personnel and the process they manage, he has developed excellent working relationships streamlining the development process.
