1. Public Informational Meeting Update
Chris Bean briefly went over some of the
concerns that were brought up at the Public Informational Meeting held on
11/30/00 and from comment sheets received since the meeting. Most of the comments received were from
property owners who were concerned with potential impacts to their property or
neighborhood, especially in the vicinity of Carriage Hill Estates and Scenic
Drive near the B and C alternatives.

Since the public meeting,
CLD has coordinated with several interested parties to answer their
questions. These parties include the
owner of the Nutfield Brewery, a property owner at 6 Folsom Road, and a design
firm working on a potential new American Legion building (300-seat banquet
facility) near Madden Road, Folsom Road and N. High Street in Derry.
2. Removing Alternatives
Questions were raised as to why further
review is needed for Alternatives C and D at the northern interchange. Bill O’Donnell and Jeff Brillhart stated
that more than one interchange option must be reviewed as we go into the
environmental impact statement (EIS) process.
Failure to review more than one option will leave the Towns open to
lawsuits from the general public and private environmental groups.
3. Possible
Alternative ‘G’
After the Public
Informational Meeting, it was determined that the potential exists to create a
hybrid alternative (Alternative G) using Alternative A and part of Alternative
B. Chris explained that this
alternative would maintain the entire Alternative A while using a redesigned
portion of Alternative B from approximately Madden Road to the intersection of
Ashleigh Drive and NH Route 28. This
alternative would help to pull traffic from Victory Market, Wal-Mart, and
future office-industrial sites near Ashleigh Drive. The alternative would be expected to help relieve the amount of
traffic that passes through Ross’ Corner (no traffic modeling has been completed
for this alternative) and improve driver safety along NH Route 28 near A Street
and Linlew Drive.
It was determined that this
alternative would be better suited as a separate future project and should not
be included in the Exit 4A review process.

Steps

Public Informational
Meetings
After much discussion, it
was determined that two public meetings, one in each of the two towns, should
be held to notify the public that Alternatives B and C will be removed from
further consideration unless substantial new evidence or public sentiment is
provided to do otherwise. The meetings
are tentatively scheduled for Tuesday and Thursday, January 23 and 25, 2001.
Public Notice
CLD will produce a press release and a color graphic for the newspapers
(Derry News, Eagle Tribune, and Union Leader) that shows the
alternatives and clearly states where and when the two public meetings will be
held. This information will be provided to George
Sioras by Friday, January 5, 2001, for his submittal to the Derry News for their use in producing a
front page Exit 4A story, providing a two-week notice period for the general
public. CLD will forward the same information to the Eagle Tribune and Union
Leader for their use.
Public Notification
Abutters along the proposed
alternatives will be notified of the two Public Informational Meetings.

Natural Resource Agencies
Meeting
After the two public
meetings, if no new overwhelming information or views are provided by the
general public, CLD will meet with the Natural Resource Agencies at the NHDOT’s
monthly meeting to receive concurrence on removing Alternatives B and C from
further consideration. Alternatives A,
D and F would remain for further in-depth environmental review and design work.
